While it is obvious the person responsible for this is talented and I personally believe it is worthy of being called "art", Graffitti is a crime and I'm appalled to find out deviant art would support illegal activity that in many cases, if not this one, constitutes a destruction of property

Hmm. It looks like the foundation for a bridge or the side of a train tunnel, which could use prettying-up anyway . But I'm not sure. It doesn't, however, look like the artist chose a valued piece of property to display their talent on, so that's good. You could always send them a note asking where it was painted, too

Some areas in Turkey (the location of the artist) are specifically sanctioned for artistic purposes, or rather just for keeping "those darn kids" from spray painting anywhere they please.

It was clearly a grey wall before; art pieces like this can beautify an area and on occasion can boost the tourism economy. Like Banksy! There is a borderline between what is vandalism and what is art. It's a matter of opinion but I'd call this art. If it were just to be "KMR one" scrawled in black marker pen on the wall, that would be more vandalism. Graffiti and street art also shows that art has no boundaries, and is not limited to the canvas.

The colours work amazingly well, I can't even begin to think how much effort went into all this. Looking further past the immediately obvious is the background, which made me smile.
