I am so happy to find an official artwork of Twisted Fate in HIGH resolution! And even more surprising is to discover the artist who made it!
I am curious though... I wonder if the character designer drew some inspirations from Spider from the Megaman X Command Mission. Both TF and Spider are strikingly similar in terms of color schemes, card themes, and even some of their personalities...

Twisted Fate is awesome, I still plan to cosplay him, (I've got the beard, working on growing out the hair, lol) but I stopped playing him when they nerfed his Ult.

Nope, that guy is Twisted Fate, the card master. The developers most likely took some of his qualities, but they are preety some-whatdiffirent when you read his lore.
