Well you're right - he could at least add the info that he used a photo as reference!
Maybe he traced, maybe not. The end-result looks great! Love the painted feeling of it! Look at my own pictures - I never ever traced any of the references - I try to recreate them as perfect as possible and add my own style to it and change what I don't like! Problem is if you want to make a celebrity-portrait you have to use a photo for reference! Or you won't get the likeness right!

Of course you should keep it a reference. But a lot of people do not have the patience to do so. That's where I am on your side - the artist should post it as a pgoto-manipulation instead of a digital art piece. And at least post that a photo was used.
