You have gotten really good at drawing glasses on people, when I saw this portrait in the small thumbnail I really thought it was a photo not a painting. Great job!

Okay, to begin, you asked about a painterly look in your description. To me, it still looks fairly digitalised – but then, for my part, I see a lot of ‘painterly’ works with really visible brushstrokes using textured brushes, so it’s really hard to make a work seem painterly to me XD But that also means that to me, it doesn’t look messy! There are some areas, mainly around the chin, where it looks a little rough to me, but that’s it really. Some areas of shading around the cheeks could also perhaps be blended slightly more too, but again, that’s down to how far you want to push the painterly look.
You did the placement of the quirky facial features really well! It doesn’t look off-balance or disproportionate, so kudos to you there for sure!
My main criticisms for this are with lighting. You don’t seem to have a distinct light source, though I imagine that’s likely how your reference was. Still, I feel as though some clearer highlights on the hair, particularly on the fringe, could be really effective. I also think some more distinct shadows and highlights on the face could look good too – at the moment I don’t think you have a very wide range of values, so that could be something to look into?
I do think that the shirt looks good for the most part, but it does look a little flat, especially in comparison to the excellent rendering on the face. I think adding some shadows towards the top and some highlights towards the front to give a ‘rounded’ look could really help with the depth.
Overall though, I think you did a really good job with this one!

Like, what program did I use? I use Photoshop CS5 for most of my work, and generally just the basic round brush.

It's all from scratch, I don't trace over anything. I hate line art, so I never do it XD I can never make it look nice, so I don't have any lines or sketches or anything underneath, I just start painting. The first few layers look like a potato moreso than a human, I just keep flipping the canvas horizontally and refining it to look more like my reference photo. Then I add another layer and start painting again until it looks close to how I want it to look. This one was about 20 layers.

Two things stand out for me: the 'drawing,' realistic shapes and outlines; and the colors. I don't know if you sampled from the original image(s), or chose the colors - - - but I rather like the effect.
