I use the brush and set it to soft edges and draw with a white colour over the place in the eye where i want it to be brigher ^^ (gimp)

oft edges? Would that be the same as the fuzzy brush or....?

No, the colour gets more white and then you can brush with another colour over it to get this effect You can use the brightness/kontrast tool too, but i use both to get a better result xD
maybe i'll do a tutorial soon ^^
