There is no doubt, Goku Black is much more ruthless in the manga than in the anime. Gowasu shouldn't have tried reasoning with this Zamasu, but I believe Gowasu was trying to save him. Unfortunately, those who kill without reason, cannot be reasoned with.

Very true. Even if the master isn’t aware his pupil’s disturbing behavior, that leads to the destruction of Trunk’s original timeline. Ultimately it was Gowasu’s fault for not showing Zamasu the right path of a Supreme Kai.

Gowasu does feel remorse for what he caused. Even I can forgive him. Still he forbid Zamasu to take action himself when it came to mortals. I think if he listened too and made an exception to the kind of evil mortals who should be taken out, Zamasu's ideals wouldn't have probably lead to all this Hell in the first place.
