While I don't expect Paper Mario to be in Super Smash Bros. Ultimate. If Paper Mario was in Smash Bros and had an echo fighter Paper Luigi would certainly be his rightful one.Paper Luigi would use most stuff from Paper Mario but he would represent Super Paper Mario the most. If Paper Luigi was added to Smash, Paper Mario would lose his Emblem L (Luigi Costume) to avoid confusion who is who.
