LOL! This cartoon is funny. I'm personally divided but leaning towards Ulfric. My reason for leaning that way is because for starters there was the whole execution thing Tullius was there so he has a bit of blame for that, than there's if the empire win question. They're right back where they started alone against the Dominion. Plus Ralof is awesome. Not saying Ulfric doesn't have his bad points. But all rulers do and really the only way he might stop being so nationalistic is if someone is there too advise him on alliances. To Oblivion with the Thalmor.

Tullius is only a soldier with an order. He may have feelings about the war, but as a soldier it must be ignored. Also his first words when the dragon came was "Get the townspeople to safety!" So I liked him personally.
Ulfric was a revolutionist who hates seeing his people suffer, he has a free will. but did a greater damage directly (while the empire indirectly). The difference is that Tullius can't do anything to the thalmor (yet), but Ulfric can because he's no longer tied.
In short, the humankind is already doomed by the elves, and the dragons (gosh why do they hate us so much)

The question is who Ulfric is doing damage too? He can be a good asset if used correctly. Even if Tullius wants too fight the Thalmor I don't think he could even with a victory in Skyrim. The Mede empire is far too corrupt. Cyrodill clearly wouldn't be able too beat the dominion on their own. Hammerfell as already told them too screw off. Same with High Rock. It's very doubtful that any Stormcloak survivors will help the empire even if they were too fight the Thalmor.
