In this case, the glow effect was mostly made by taking a flattened copy of the picture into a layer on top of everything and putting it into the "linear light" layer blend mode. (that creates a strong, saturated glow for all bright areas, but it also turns everything else very dark)
Then creating a new layer out of the result, blurring it (to enhance the glowing effect) and putting it as a layer in "brighten" blend mode over the original picture. (so only the bright parts get boosted, leaving the darker parts as they were)
