It's a parody crossover with Bleach. If I'm understanding it right, the idea of the drawing is that after dying, L becomes a Shinigam, making him more powerful than ever.
It's mostly a play on the idea that both series revolve around the idea of "Death Gods", which is probably why so many crossover pieces of the two series exist.
