Chekov didn't get a hair cut. When he first got on the show, they didn't like his hair style.
So he's actually wearing a wig the first few episodes he's in...when his hair finally grew out enough, the producers let him ditch the wig

yep! They wanted to make him look like a member of the Monkees but his hair was too short at first so they gave him a wig! after his hair grew out he was allowed to stop wearing it XD
