Kato looks like a young M. Bison. But I am aware that this series is at least a few years older than Street Fighter. Dating back to 1985. Well, at least the manga.

Basically, Kato was one of inspirations for M. Bison.
Bison is also looks like Washizaki from Riki-Oh. Just google him, you will see that he's basically Bison.
And speaking of Riki-Oh... one of the best MANga i've ever read.
