Just warning you that my advice is worth two beans and maybe a sun tan in the Sahara.
My first suggestion is that you shuffle around the hearts in the background. I'd place one in the bottom left, still partially by your character and maybe nudged to the right a little. The second should be placed on the right side of the picture in the general area of the mouth, nose and earlobe.  The final one should go in the top right. By this placement I'm hoping to create a gentle curve ( a line of shorts) that carries viewers' eyes from the bottom left to the top right of the picture. You may need to add a fourth heart for this to work, Idk.
As for the actual construction I can only offer one or two suggestions. I feel that the neck should be more centralized, the left line coming before the corner of the jaw and the right one coming before the chin but I can't say for sure since this is an anime character. Second, and this is one of the few I'm certain on, the bottom of the ears and the nose need to be on the same horizontal ( meaning they need to aline horizontally); this is just basic face construction. Continuing with the nose, I get the impression that her glass are too low, not the connecting wire but the lenses themselves. This might be because of anime or your own personal style and in that case ignore me. Okay, last note. Your hairline cuts a sharp line toward the center of the ear, this is wrong in real life. In actuality, it curves back along the side of the head and then drops down.

First off, I wish to thank for taking time to critique my picture. I will have to agree regarding the ears and the position of the fact structure. I will have to say Anatomy is something I'm usually weak in. I will continue my studies on my art and will improve.
