I've created underwater scenes that look a lot like this, while practising with Blender myself, but do you think you could describe to me your settings to get the water shimmer caustics? And if you want more details on my scene setup with the nodes and the 3D space just say so.

Firstly, I have to apologise for the late reply.
Secondly, I've been and am still using Blender 2.79 to create underwater scenes. If I remember correctly:
The part with the caustics is a tricky part in my opinion. The volumetrics however uses a material that uses both volume absorption and scatter nodes. The sun lamp is the only lighting object that I used with the size set to "0.019". You might have to increase the strength of the sun lamp. Finally, I set the Volume bounces up to 1.

And that's pretty much all there is to it. I might provide some screenshots of my own render settings and node setups for the materials when I have time.
