The first thing I noticed was how your figure looks stiff and uncomfortable. I am fairly sure this wasn't your intention; this is a common mistake I've seen a lot of artists make, but fortunately it's not a difficult issue to solve either.
I can see that, while you have a goal in mind ("vocaloid girl portrait"), the rhythm of your figure is 'broken'. There is no clear indication of what her body language is supposed to convey: is she dancing? Standing still? Swaying to the beat of music? Should she exhibit a more cheerful disposition? She also appears expressionless, which dampens this sense of rhythm further. Be clear-cut about what you want to express, don't settle for an in-between, vague solution. It's important to know that even a figure in a static pose has its own rhythm. Once you study and understand this, you will find that it will make your figures more lively.

Anatomy-wise, Her skull appears to be flat on the top, as the shape seems to suggest. Be aware that skulls are rounded, hard objects and that the hair should follow that shape. Her left eye - the one to your right - is also a little too far away. Nudge it in closer. Ideally, the distance between the eyes should be no more than one eye apart. Her chest cavity is also far too small even for a stylized character. For a young girl, The chest cavity should ideally be roughly 1.5 heads wide.
It would be advisable to sketch out the body itself before adding the clothes. I cannot quite make out much of the volume or mass that is supposed to be under the clothes. Clothes, accessories and the like are built to follow the contours of the body, so the headphones should curve and follow the skull, boots should follow the shape of the legs, and folds on the clothes should do the same and follow bodily contours.
It is a good idea to define areas like joints to avoid any confusion as to where different parts of the body starts and ends.
