No, in Photoshop, I thought, that's how you call this type of coloring.
I can't do the other type with softer shadows well.

I thought Shell shading was a kind of shading in maya(3d programe) to make it look like an drawing. I guess I read that on wiki.

Yes, it's used in 3D texturizing, then it looks like it's from an anime/cartoon.
But this is colored in 2D. I don't know how the name is, but it looks like cel-shaded, and not soft shading or something.
