Dutch is a character from the Franklin series who works as a Garbageman and is Franklin and Douglas' former boss before the two started their cleaning business. He tries to hinder their progress by adding more garbage for them to collect.

Like Gordon and Vincent, he once tried to hinder Franklin and Douglas' progress by adding more garbage for them to pick up.
Dutch's design looks similar to a racecar driver, but he's not.
He has the same characteristics and personality as Gordon.
He was originally going to be a miner, but was changed to a garbageman because I want his connection with Franklin to be close, since this series theme is about cleanliness.
