Description A work in colored pencil based on characters from a 90s TV series Due South which my mom and I loved.  Tried to make use of blending pencils.  A lot.

Okay, I have and use the same color pencils as you so I can give a little advice here. Do you know the neat thing about these pencils, that is, why they're so fancy? One of my professors explained it to me once; while most colored pencils are wax based, these are oil based. This helps them blend together when you layer them to create richer, deeper colors.
I do not have a colorless blending pencil though. I draw on top of the marks of pencils with other pencils to layer and blend them.
Did you want to do a cartoon-y interpretation of the characters from the series or had you wanted to capture their likeness? If it's the former, then super, but if not then I would recommend  starting to use some source images to help get you on your way to realistic drawing. I can certainly tell you the benefits of this but, since I'm not sure if that was your goal at all, I'll stop here.
