Tenacity of 626! Blue Hero Ranger!

A young and mysterious magician appears to a group of seeming random teenagers and tells them to come into his tent. He spins a tale of an incoming threat and a force is needed to fight it and also that figures from the past will help the fighting force in this conflict. Dragon Oswald, Cordell Warren and Lionel Hana dismiss it as a dumb story and go on their way. Later, the teenagers start thinking of cartoon characters and they can't get it out their heads. Cordell then meets a kind but strange hot-pink-eyed man named Gilmore Driskell and a girl with strange tattoos named Agnus Hoffman. Suddenly the magician, Nathan Hawthorne, appears when a group of monsters attack. He gives the teens morphers and they become the Cartoon hero rangers.

The President (Roald Tromp) uses his Ameri Kaijin to stop the Rangers from interfering with his plans, but the Vader Five plan to stop him and his evil ways.
Keisatsu Squadron Police Ranger (Police Squadron Police Ranger)/ Power Rangers APB (Armored Police Battlers): The Rangers are a police organization that is rivals with Boei Sentai Guardranger (Defense Squadron Guard Ranger a.k.a. Power Rangers Defense Force). Together, they compete to stop the Saigai Empire and their Saigai Kaijin (Calamity Monsters) from committing crimes throughout the city, while also trying to beat each other.
Noryoku Sentai Chojinjer (Superpower Squadron Supermanger)/ Power Rangers Super Squad: A group of five superheroes plan to stop the actions of the Aku Chojin Empire and their Aku Chojin (Bad Supermen) to prevent them from trying to take over the world.

There's some decent ideas here, but I say pick one concept you like the most and expand upon that first. It's very easy to come up with a basic premise, not so much to flesh things out. From there, you can make a shared universe or use concepts established in previous works.
