I usually animate on this site called iaza. It's free, virus-free, and fairly easy to use.

First, you upload your starting frame, then go into "Frame Animation". Then you just set up the remaining frames in order, set the timing, and then BAM. You got yourself an animation. Then all you have to do is click on the moving picture and save it. :3
