Why wouldn't this be his voice? Funtime Foxy also uses male pronouns such as "he" and "his". His body type also is more masculine than other female characters, not including Withered, Nightmare, and normal Chica, resembling Rockstar Foxy. Also, why would Scott not use his real voice in his voice lines? And if it wasn't his voice, shouldn't there be multiple different voices for each voice lines instead of having the same one? I mean, he even uses Mangle's real voices for its voice lines. Might as well not give Funtime Foxy a voice at all if he's not going to use his real voice
