y does sabo and ace have 5 tails and luffy has 1?

It's based off of the concept of old folklore that older/more powerful foxes have more tails. Ace and Sabo are pretty much the same age, Luffy is younger, and wasn't as strong as them at the time. Also, it worked with how they are positioned and their sizes visual wise. (To me at least.)

Well, this was more aimed to when they were younger. They're supposed to be more like pups. But eh, I don't know.
