Dipper is the night technician for Afton's Robotics Incorporated, and Circus Baby warns him that while he can survive creeping through other animatronics' rooms, the one room he must never go in is...Cipher's.

When Dipper was a little boy, he used to love Bill Cipher's Pizzeria and the mascot animatronic, Bill Cipher himself. He is the grandson of one of Bill's creators, Henry Pines, and when he was about six, a man tried to abduct him from the restaraunt and Bill broke programming and sank his teeth into the fellow's face. The Toy line was dismantled because of this, shortly after the Bite of 87 occured nearly simultaneously with Bill's attack on the child predator, and that was the man blamed for the missing children incidents. Dipper never forgot it; deep down, he always knew that Bill wasn't acting on any programming or 'criminal database recognition'. He knew Bill had saved him because, somehow, Bill knew he was in danger--he believed Bill was alive.
So, when he finds himself the night technician of Sister Location despite being totally unqualified for the job, he is surprised to hear that they have a Bill Cipher here--isn't Circus Baby's a competitor of Cipher's? At one point the Handy Guide tells him he has to go into Bill's room, and Dipper does, terrified.

It's dark in the room. His flashlight shows him nothing.

The moment the door closes behind him, a terrifying voice whispers,

"I can hear you."

Yes Bill is actually that big. He's directly behind Dipper, that's an accurate size comparison
