Nanami Kiryuu, rose duelist, from Shojo Kakumei UTENA.I love this character. She's just CRAZY! lol
The cool parts about the costume are the venil socks and the wig.
About the venil socks: we had hard times studying many screen caps, manga drawingd, even other cosplays... to decide if the yellow short was under or over the black socks.
And for the wig: we had two, one for the cosplayer head ans one for the pigtail that we had on the first one. I love the result.

I had always thought that the socks or stockings went over the bottom of the shorts until I checked the internet too and saw you were right.
