If I do not recall wrong, in the original EU Chewbacca actually was nominated but declined as - with the cultural complications of his life-debt to Han Solo - he felt it would be inappropriate riding his friend's coattails. He later accepted decoration in a private ceremony.
But I could remember wrong.
