You can't. It was a commission done for someone else, meaning that the piece belongs to whomever payed the artist to draw it, so unless the buyer themselves is selling (highly unlikely)...
What you can do is to commission the artist to draw something similar for you (I doubt she's going to replicate exactly like this)
