History
Born to a wealthy estate, Downes grew up going on numerous vacations to the sea side. All of those times going to swim out into the ocean gave him a deep love for the world deep in salt water. By his teenage years, Downes started to get into professional swimming and marine biology. This allowed him to not only train himself to stay longer in the ocean waters, but also grow a deeper understanding of the creatures that live in it. His love for the ocean was intense enough that one day, he had discovered the ability to turn into a humanoid marine creature. Caused from having a lobster dinner, Downes turned into a lobster man before his parent's eyes. Though he was horrified by this at first, his terror turned to complete joy. His parents however were very much traumatized by this. Having put their son into a hospital to try and figure out how he could transform. Even making sure he only eats anything from marine creatures during tests. Eventually Downes escaped as he felt the "the call of the ocean" echoing in his mind. Since then, Down vanished from public eye, but sightings of fish people attacking oil rigs and ocean polluters have gone up considerably.
Personality
Ever since his teen years, Downes has maintained a distance from other people. Believing that he would come off as more of a crazy fish man instead of an ocean nerd. This isn't helped by how enthusiastic he is about marine life. Often spouting out trivia facts about various fish and other creatures in the ocean. This mostly is to make a point to those that hurt what he loves. Other times it is to tell and not show his enemies that he has a very good understanding of his Stand.
Abilities
Stand
Ocean Man is a phenomenon integrated type Stand. Its primary ability is to transform him into humanoid versions of various different types of marine life. This is achieved through him eating a piece of said creature. The process while quick, is very much painful as the transformation is an accelerated metamorphosis that alter him to make the changes on a metaphysical level. The metamorphosis however is not permeant, as after digestion starts, the form he is in begins to peal and fall off in an equally painful manner
Mastery
Through his knowledge of various different types of marine life, Downes can have various different powers based on what type of cephalopod, starfish, shark, etc. he can turn into. He even theorizes that the he could mix several creatures together, but has yet to actually see if such a thing is possible.
Personal
Marine biology: Downes has a bachelor's degree in marine live. Having memorized numerous facts and trivia about various fish, marine mammals, and other sea life. This expertise allows him to better utilize the biological changes that his Stand, Ocean Man, causes to him. This has also lended him a better understanding of marine venom and toxins. Using it to not only poison threats, but to also develop antidotes to them in case he is injected with it.

Enemies
Many of Downes' enemies are those that show apathy towards the sea life. Especially those that are in many ways real life fictional villains of save the environment cartoons. He is absolutely disgusted by those that have a petty hatred for sea life. As such, Downes will tend to shift between wanting to expose them for their evil, or to end their lives and send them to what they call hell. Most of the time it is the latter.

As a phenomenon and integrated type, Ocean Man has no ability to show any form of sentience. However, any changed it makes to Downes tends to cause his brain to develop the natural instincts of aquatic creatures.
Abilities
Ocean Man is both a phenomenon and an integrated stand. As a result, Ocean Man is not a separate entity, but a power that is fully a part of Downes. As such, he does all of the real combat. This also leaves him completely exposed to being attacked by Stands that he cannot harm personally. Because of being one with the user, Ocean Man will cease to exist if Downes is killed.
Aquatic Metamorphosis
Ocean Man's sole ability is to transform Downes into humanoid versions of salt water organisms. To achieve this, Downes must ingest a piece of the sea creature that he wishes to turn into. The transformation is a quick change, but is extremely painful when he undergoes it. Once fully transformed, Downes has become a humanoid version of the sea creature he ate. Gaining all of the animal's physical abilities enhanced for human proportions. Despite the change, he is not turned into purely a water breather. Able to breath on both land and in the sea via the gills being a separate raspatory system that activates when he enters water.
The transformation caused by Ocean Man is not permanent. Once Downes begins to digest the sea food he devoured, his transformed state begins to breakdown. Molting away in pieces and is just as painful as transforming into a sea man. Downes can counter this via eating more sea food to either maintain his current form, or take on another sea creature's form based on the circumstance.
