Here, Naruto, who never really got the hang of dog-training over years of D-rank dog-walking missions, is freaking out a little bit around Naga. Korra, on the other hand, thinks he and Naga are doing just fine.Naruto always seemed to have problems around dogs (even Akamaru from time to time lol). I think it's because the dogs know there's a fox hiding in his belly!

Personally, all I can think of is Naga using Naruto as her human teddy bear, and poor Naruto freaking out that she gonna eat him in her sleep.
