It's actually not a muzzle, it's a Gentle Leader head harness. It's a training collar that is used to control him on walks and prevent him from pulling. A dog can still drink, pant, fetch or even bite while wearing one of these head harnesses.

My boyfriend thinks it's a muzzle too! He's terrified of Jack, even though Jack is such a sweet dog! But he and I went for a walk with my parents one day and we brought Rosie and my parents brought Jack, and my boyfriend actually went up and petted Jack! Later he told me he only did that because Jack was muzzled and couldn't bite him! I informed him that it wasn't a muzzle and Jack could still bite with the Gentle Leader on and he was like, "Why didn't you tell me that when I pet him???" I told him I didn't think it was an issue since Jack is very friendly and doesn't ever bite!!!!
