Ah, Luthor! How could I have not guessed it. Good to see him again. I like the mustache thing ou have going with those bits of cheek fur.
Interesting thing going with the metallic tail. I wonder what other odd... shall we say "mutations" can occur from various things?

...Yeah, I think Luthor may be the closest thing to Saxton Hale that one could find in the Pokemon world.

I knew that all Luxrays have that detail, and at least to my eyes, those tufts of mane on Luthor specifically look a bit more mustache-like than the picture references of Luxrays I've seen (such as this one: [link] ). Possibly that's just an unintended side effect of the scruffier hair. 
But okay, I'll give you Hale. I'll just let Luthor take my previous assessment as a compliment.
