Description Fictional concept art for the British Transport Police National Command and Custody Unit (Mobile).

The primary role of the train is to provide large scale command and logistical support for public gatherings where widespread disorder is expected. Events such as large scale protests or catagory C/C-IR football matches, and similar situations where regional police force resources are commonly stretched to the limit. Even minor disorder can frequenly overwhelm local police operations and detention facilities, this results in a degrading of overall capability to respond to changing situations.

When an event is identified as being at risk of major disorder. The NCC unit would be deployed to events in advance. Taking up position on a prearranged platform at the nearest available station. A benefit of most large sports venues is they are frequently located close to mainline stations. Once deployed the train serves as a mobile command centre and police station. Enabling a significant increase in both police resource allocation and capability.

Painted in distinctive police livery, the train is pulled by a Class 67 mainline diesel locomotive and Mark 3 DVT. This enables the train to travel in either direction without need for shunting. The train is capable of reaching mainline speeds enabling speedy deployment to a new area. Unlike the Mark 1 version of the train, the diesel propulsion increases the route availability of the train, allowing it to reach a greater number of destinations using more varied routes.

To reduce running costs, the train would be part financed by the BTP, ATOC and Network Rail, as well as a charge levvied on events it is needed to attend.

The NCC is equipped with 3 mobile custody units. Every coach contains 12 cells equipped with reinforced windows, a bench, and toilet facilites. Also contained in each coach is a custody suite, to enable fast and effcient processing of multiple suspects at the same time. With electronically locked doors controlled from each suite, the coaches are able to isolate and secure access to other parts of the train, this prevent possibility of escapes or further disorder among detainees.

A mobile canteen and standard coach are also part of the NCC unit. Used to provide dining ammenities, and rest facilities for the significant number of both BTP and local police force personnel commonly deployed to major events.

The nexus of the NCC unit is the command coach. Used as an HQ for Silver or Gold commanders, it is equipped with a satellite uplink to enable up to the minuite appraisals of the ever changing situations commonly associated with large events. Also contains an onboard briefing room to enable police commanders to recieve detailed orders prior the start of an event. An operations room where policeing of the events is planeed. As well as office facilities for senior staff. It is designed to act as the nerve centre for the police operations.

The NCC unit represents a significant increase in force projection and capability for the British Transport Police. Providing flexibility and policing resources on a scale not seen before.

I know this is only a bit of fun as a theoretical exercise, but I could see this working.

The 36 detainee capacity would be an advantage as there would be less of a need to transport prisoners to nearby custody suites immediately, sometimes these do tend to end up some distance away, and it would provide a far better and more efficient command and control operation for the large events it attends.

If it were to come to fruition, I would suggest reusing an older First Class coach for the standard carriage rest facilities, as first class coaches provide tables at every seat and more space inside. If one cannot be found, then convert a standard carriage. However, the satellite uplink may be a little backstep, as the dish may not be able to be conveyed below overhead live lines when stowed away, unless a small dish is used. And in either case, one could not deploy the dish under live lines anyway, and most larger or major mainline stations tend to have 25kv AC overhead electrification.

But apart from that one backstep, this sounds epic.

Thank you very much. I agree A very good point about the overhead electrification. I'll probably have to cheat and say the uplink is used for remoter locations without electrified lines!

Good work. Fronts on the skip looks a bit pointy, but don't hold me to that.
If it weren't so damned expensive and difficult, I'd recommend you buy n gauge dummies of this and vinyl it up.
Very good, but the emergency reorganisation of service would be hell. Maybe a flying fortress.

Thank you. It was a fun project. I agree the '67 looks a little off. Had trouble with the design before, so for the first incarnation of this concept I had a '90 providing motive power instead.

They would be useful things to have, force projection and policing on large events such as music festivals would be made easier. sadly budget cuts out them for the time being.
