If you've got Windows 7, Vista, XP then I think it's
Control Panel -> Region and Language -> Change keyboards or other input methods -> Change keyboards -> Add, then look for Japanese (click the plus sign) -> Click the plus sign next to Keyboard then check off Microsoft IME.
