For full context, this is from Too Pooped to Puff. Townsville has been relying too much on the Powerpuff Girls to take care of everything for them outside of fighting crime and getting rid of monsters that it's been tiring them out, so the girls make them get rid of the monster themselves. The monster gets trapped in some power lines and the girls have to literally drop a hint for them to get it by asking them why they shouldn't put a toaster in a bathtub full of water. The answers they give are ridiculous, with the above image of a guy saying, "Because your toast would get soggy!" It takes them three guesses to finally get it.
