I couldn't see the submit button for the club. All I see is the suggest a fave button on the main page. There's no problem, it's hard to manage a club. ^^

go to admin area-->manage members then click members on the side and scroll down to

You should check the join requests settings too. When I wasn't a member I didn't see a button for joining either.
