Oh my god, this is super-duper amazing! It looks so perfectly like the One Piece style (ehehe, bc of the bases I guess XD) and the scenerey could just be a screenshot! 's OC looks super cool, but I'm also so astonished by the Ink Lady! She's from the Hoshi Pirates, isn't she? Which one is it??? ;D Hehe, I think I know some of them kind of till now, but I just notice I don't know their powers! So, what's her power? Is it an ink devilfruit??? 
But seriously, I love the design and the idea. Looks wonderful, especiall the hair - oh god I can't believe it O_O. So amazing! I'm in love I think XD. Also the colour! It's one of my favorite colours! And the shining eye gives an special effect... O^O.
You know, I don't support using bases heavily because I feel like it's lazy and it's always better to pull yourself together, take the step and work on your own - still, this looks extremely cool.
EDIT: Okay so, whoever the Ink Lady is, I want to draw her really, REALLY badly!!! Be prepared for a gift, or a collab or an art trade or something, I'm just intrigued!

Yes, she is the member of the Hoshi Pirates. ^_^ I respectfully to introduce the crew's captain Kuyusi Lucy, alias Captain - chan.
The demon princess, who accumulates the forces. Not enough the demon's powers, but she ate a devil fruit! Moreover she ate a logia type fruit! The Ink Fruit.
I think it's a good power to Lucy, because she can use creatively. Hai, hai the ink body and ect, but everything based on fantasy! And Lucy have a great fantasy.
Ahww, thank you again! It was a long way. Lucy's fruit always it developed over the years. And now I'm proud of the result. Firstly her fruit was a other type, paramecia. And the fruit name wasn't Ink Fruit. So... Really developed. ^-^
