You can try to do it yourself if just want to transform the costume for different characters
You can search for the tool called DOA5LR Character Transformer Tool. Just simple drag the .tmc file to the tool and choose the character who you want to transform to and a new .tmc will done for you

I've tried two conversion tools - DOA5LRCharacterTransformerTool_V_0_3_6 and ABC Transformer 2 2016-7-2-4.
The Kasumi version from ABC Trasnformer is not usable - black screen in game. I guess probably the output TMCL is too big.
DOA5LRCharacterTransformerTool seems working, but the issue for my Kasumi is there are clear (hollow) gaps around her wrists, and the body color seems a bit inconsistent.

What setting did you use for DOA5LRCharacterTransformerTool? And for the skin colour usually happen for Honoka to another characters. You can swap the skin texture with Texture Tool

I just used the default settings. It is OK. I guess Honoka's figure is quite different from Kasumi's and Leifang's.
