This is Norrid in Steel Armor (Shoulderguards included)
Here is the story of how he got the armor (may have a spoiler)...

After Norrid defeated the dragon attacking Whiterun the Jarl made him a Thane- which is a person that the Jarl sees as a person of special importants, normally you get this title buy doing good deeds throughout the city the Jarl lives in- and Norrid was summoned by the Greybeards- people who use shouts but follow something called the way of the voice- and the Jarl noticed that Norrid...well was wearing his iron armor so he decided to have some fine steel armor made for him so he may be prepared for his journey to see the Greybeards. The next day it was done and the Jarl also appointed a woman named Lydia as his housecarl- bodyguard- to follow him and keep him safe. He also gave him an axe called Axe Of Whiterun. The Jarl said to consider it like his badge of office as Thane of Whiterun. Though he rarely used the axe he kept it since it was a gift. He also kept his Iron armor as a reminder of his battles, that and just in case he needed to put on a spare armor.

Well there you go Norrid's Armor part 2 in the Skyrim story.
