First, I have to say that this is an amazing picture. I love the style, the almost hallucinogenic feeling of it.
Let's start with the vision. I am not certain what it is, though it looks like it would be a wet autumn day. I love the look of the two people walking right on water. The woman with her back to the front is throwing a great reflection on the pool of water, and the lights throw a great reflection as well. The reflection of the light is just amazing.
It's actually one of the most original pictures that I have seen. I really love it. The colors and the emotion that are displayed in the picture are great. The bright colors in the center and the more varying colors on the edges are awesome.
The Technique that went into this is really excellent and I feel like you must have taken quite a while to finish this.
As for the Impact, well, I have not seen a picture like this recently.

I find this piece very interesting. Personally, I think your technique is great. Your use of cool colors on the sides of the painting really aid in drawing attention to the center of the painting, where you used mostly warm colors. Although the center of the painting is the main focus, it doesn't take all the attention away from other parts of the painting, making the overall interest of the painting balanced and intriguingly complex. There is also a good deal of texture that adds to the visual interest. The woman is the subject of the painting, but it seems like if she were to keep walking, she'd fade away into her surroundings. Overall, I would say that this is an excellent piece.

Beautiful work on those radiant reflections! As for suggestions, most of the cool colors seem to be on the right edge of the painting. Perhaps introduce a few more of those cool accents to the left side of the painting for a little balance? Just my 2 cts.
