Yeah rainbowdash was able to control elements as stated by spike. so she is more like storm from x-men more then thor.
I think twilight isn't a parody of a hero rather she is a parody of weapons usedΒ by the villains, a freeze ray? a heat ray? now why does that sound familiar. It seems that the makers couldn't come up with something for twilight which is a bit odd considering how much material there is.
