Description
I tried my best to keep explanation short, but end up with document consisting of 1 521 words... That's too many words, I think. So...This version is half of that size.

Events of Going Down are taking place on planet called Proxima. Proxima is former Earth colony. Proxima has own history, and the key events were:
1. dividing people into two groups - Colonists and Exiled (exiled by Colonists, duh).
2. them having war and refugee crisis where Colonists flee East Coast cities, moving or being evacuated to West or South.
3. war ending on The Day, when Colonists dropped their one nuclear bomb to the center of the continent, destroying whatever the Exiled had build there.

And the event number 3 had big consequences as not only impact caused chain of earthquakes that hit East Coast cities of Colonists, but also left a radioactive trail on the continent.

According to then government - people were evacuated BEFORE the strike, so Colonist's human loss was minimal and all saved people found their new homes in the West and South. East coast became Exclusion Zone. However, as Proxima doesn't have much land (it has 1 known continent, duh-duh) after centuries Colonists were looking into settling cities on the East Coast again. Armed with new tech they slowly started to clean the land, and new cities grew not far from their places where old cities were. New cities were even given their names, so for example, there is Polis - city where both Andy and Baxtor live, and Old City Polis.

Citizens are warned to never go to Old cities and outside of allowed borders under the threat of being exposed to radiation (and as old joke to never meet Zombie of the Exiled, who "wants your sweet Colonist ass). People who broke the instruction and weren't caught in the act by state military usually didn't return, thus assumed to die from said radiation. BUT. Centuries passed, new generations grew bored with staying in the borders, so more and more of them left and... Return.

Returned not only alive and well, but they bought back "artefacts" (a.k.a. random stuff taken as trophy) which had an ok level of radiation. And what is more wierd - stories, videos and photos of
obviously "new" human-made burial places, repaired houses and, what is more scary, diaries and writings on the wall, which confirmed that probably not all Colonists were saved before the strike (if were so at all), but also denied entry to "clean" West and South and left to die in radiated cities.

Most famous was a graffiti, that welcomed everyone brave to go to Old City Polis.
Just 2 simple sentences: "Help us. We are dying".

It made headlines and become a name of big investigation, followed-up by article about supposed cover-up of the events. You know, good'ol panic.

The response from government was "It is a conspiracy theory about something that happened centuries ago. Stop making stuff up. As for writings, diaries and other so-called "signs that people lived there after the Day" - all of it could be made by diggers themselves or someone, who left and then decided to stay in Exclusion zone and not return back".

Buuuuuuuut.

In a weird fashion the wall that had original graffiti "Help us. We are dying" was quietly demolished. And even more wierd was that same happened to new graffiti "Help us. We are dying" in other old city, that, yes, was made by diggers and actually was new. Coincidence? I think not. So do enough of diggers who started spraying it everywhere on the ruins of Old Cities to check what would happen. And most of it also quietly was... Demolished. This continued until whoever was doing this realised how it raised more suspicion.

Graffiti kept on appearing now and then. Time passed. Whole thing started to be treated more as a city legend to spook others.

Yet brave souls still go to Old cities and play ninja with military patrols for the thrill of it. All required to go there is a gas mask - air in old cities is usually heavy to breathe. No threatening levels of radiation tho. It became a small "tradition" in circles of veteran Old city goers to search for and check upon graffiti of "Help us. We are dying". To believers it's grim reminder of people who were left there to die slowly of acute radiation syndrome and later weren't even given a choice or helped.

And this is a small little piece of a backstory of the world where both Andy and Baxtor live.

As for the pic itself: Baxtor is into history and went to Old City Polis even before he met Andy. Once Andelswitz knew about this fact he asked him to go there. Andy specifically was looking for that graffiti, because he liked the story behind it (one that I've told you above) Baxtor told him. And they made it, only downside is that Andy wasn't lucky and broke glass of his mask. but that's a minor thing to him.
