I really liked this filter too..mm..by the way...How do you you make the cat's eyes to blue?
so far I have not been able to select the basic parts of this picture. such as eyes, hair, mouths, and others. I usually use a filter directly without selecting these parts.please help me.

there are several different ways that you can select parts to edit by themselves without editing the entire picture.
1.) you can use the lasso tool to make a selection around the area you want to work on, then press ctrl+J to make it a new layer to work on.
2.) Add a mask or layer mask so you wont "go out of the lines"
3.) magnetic wand- selections based on similar colors.
I will attach a link to a posting on how to use selections.
Remember: once selection is made, you can then edit that single part without interfering with the rest of the photo. [I used the lasso tool for the eyes, made a new layer and edited eyes seperately without the filter BEFORE I used the filter to get the effect achieved.]
