Sensory tentacles....Nudibranches have these little wiggly tentacles on the top of their mouths to sense food so now when he's trying to smell things or is about to eat these pop up. Or just could be an alternate form for little wiggles
His radula (tongue teeths) are also very good to eat and scrape leftover food from containers
