Alrighty, here's my shot at some critique. I'm not an expert at drawing humans yet or anything, but here goes~ xD So first off I'll tell you what's really amazing about this: you did a great job on the waves in this characters hair, a wonderful job in portraying the folds in the clothing and the anatomy is pretty well done. Also I really love the technique you used on the line art by making the lines a tad thicker where there are curves and edges. It adds so much more overall depth, it's great! The character design is very nicely done as well. :>
Now I'll go on to some things you could improve on/fix: There are a few proportions that could be changed to make the anatomy a bit better. The first thing I noticed was her torso area. Try making it wider and a bit more curvy near the back. Also, her hips should be a bit wider (and the left part of the hip seems like it should go behind her hand more). The second thing I noticed was her hands. In comparison to the rest of the body they seem a bit small. Try making them larger and see how they look. Next thing I saw was the proportions of her eyes. The symmetry between them seems a bit off. I'd probably fix the right eye/eyebrow by making it bigger. Even when the heads turned a bit, the eye shape doesn't change too much except for its width. Here's a trick that could be useful: try flipping your canvas horizontally sometimes while drawing. It helps you to pick out details or mistakes you may not have noticed before because it makes the brain reprocess things. Now on to the clothing and hair... Like I said before I think these are pretty amazingly done. The only thing I have to say about them is their positioning. The clothing on her arms seems like it's being blown by the wind to the left, her hair looks like its being blown in the opposite direction, and the clothing around her legs looks like no wind is blowing it around. If these three things were all synchronized in one direction it might flow better. The last thing I want to point out is the positioning of the feet. This might just be me but it seems a bit awkward for some reason. Changing their positioning could help.

Thanks! I'm not sure haha, you just imagine hoops I suppose, and then tighten the folds the softer the fabric is?
