how do you make the glitter look on the person?

I pasted the glitter stock into a new layer in Photoshop, desaturated it, and changed the layer blending mode to Soft Light. Then I added a layer mask and painted with black over the places I didn't want the glitter to show up on, like the whites of the eyes.

xD In short, I brushed with pink and purple over the eye, then put the layer on Overlay, then brushed on the skin with pink and purple, blurred it and put it on Hue, then put in the stocks and put them on Soft Light, and...yeah that's pretty much it
