He's got long black hair, wears all black clothes underneath his white cloak (symbolism!) and has a dangerous thousand-yard stare, yet people mistake him for a good guy? Β Being better than Azrael, Patrick and Rau does not make him good. Β It's similar to Lelouch from Code Geass - he's sympathetic and better than many other villains on the show, but he's no good guy.

Apparently, a lot of people thought that his way of imposing peace upon the Earth Sphere was the right one, compared to Terminal's. Since, apparently, Durandal would have ended wars once and for all, while Terminal would only stop the current war.
It doesn't help that there was an interview (very probably a fake one) in which Fukuda himself had said that Durandal was right, and that Kira and Lacus had "strayed from the path of justice". I never found proof that it ever existed, though.Β

There's one other thing he used that you forgot to mention that makes him even more of a monster: drugs. Granted it's a bit harder to notice than his other tactics but once you do, the actions of several characters becomes all the more clear, two in particular sticking out for me the most.
CAUTION, SPOILERS AHEAD:
First and foremost is Rey, the "clone" of Rau (something I've been taking with a grain of salt considering what happened with Meer) and Durandal's primary personal attack dog. When you see the flashback scene that takes place not long after the Battle of Jachin Due, we see Durandal giving Rey container full of the same pills Rau had to take to keep his organs from failing, something Rey should have already had since he was supposedly the copy of a man who was a clone himself.
The second character I will mention in this vein, though a bit of post hypnotic suggestion is also likely involved, is Luna, the second pilot of the Impulse. At the start of the series she's a firebrand with a no-nonsense attitude that shows in a couple occasions she's good if not better than Shinn as a mobile suit pilot. That begins to change as the series progresses, first as she mellows out a bit while heeding Athrun's advice, but then her personality takes a massive shift not long after she's fully recovered from the loss of her first mobile suit and she's being questioned about her sister Meyrin's actions when the younger girl flees with Athrun upon learning the Chairman's plans. Gone is the passionate warrior who while shocked should have been vehemently denying that her sister was a traitor, instead we see a stunned and quite meek young woman who seems to be collapsing in on herself at the investigator's forceful questioning.

I like the character, but he's definitely not a hero - he's barely even a good guy. Lacus, even at her worst, is still the better person and better leader.

Yeah, I hear you (and the whole hung Durandal did makes the Zero Reqiuem from the end of Code Geass look like nothing, I mean with the Zero Reqieum, Lelouch had good intentions even if it meant to become the most hated person on the entire planet and in a way it even helped people forget the SAZ massacre and Euphie's tainted name as a result).
Not to mention him being friends with Rau, the man who manipulated and then murdered Flay didn't help either.
