I wanted to redraw them again and they're from a franchise by Hallmark Inc.

I thought they're from a cartoon or a show some sort but they're the mascots by Hallmark and they appear on greeting cards, e-cards, and other merchandise. I remember seeing them on a drawing by scratch at the back of the paper in one of my brother's clear books. Even I saw them to a few years ago. They even have their TV special too! Did you know that they're voiced by their creators?
They reminded me of Animal Crossing or HTF characters (even Sanrio). The voices almost sounded like South Park characters.
