I wanted to upgrade the animations by using a monitor tablet, but I'm still unable to afford it I'll have to stick with my 2DS

Well I'm sure you know what Flash animation is at some point. en.wikipedia.org/wiki/Flash_an… I wouldn't say its the best to start off but its good to get your feet wet know what i mean?
if you want a BETTER idea on how Flash works then i highly recommend watching a video like this.
youtu.be/_YjOLGAq4XA it goes Way more in-depth on how Flash works the the guy explains it in a good way to understand. but thats up to you of course if you wanna use the program or not.
other animation programs such as Pencil 2D en.wikipedia.org/wiki/Pencil2D give more fluid animation i hear, Flipnote en.wikipedia.org/wiki/Flipnote… not sure if Nintendo still has it who knows XD
now if you wanna know about a certain style of animation called "Sakuga" id be glad to talk to you about it. I'm sure you'd be interested in that too~
Sakuga (and i Quote) "is a term used in anime to describe moments in a show or movie when the quality of the animation improves drastically, typically for the sake of making a dramatic point or enlivening the action."
fascinating no? a better more description of "Sakuga" is best to learn more in this article which i can agree its quite a fascinating read.

Being able to Paint on the screen helps a LOT. Now that I got used to the tool I can study the movement and polish the details.
It has it's limitations but it's perfect to make rough animations, because it's in a portable device.

Personally, I like using tablets more.
Being able to see what you're drawing on the screen without the pencil getting in the way helps more I think.
