Having been in Fugitive Recovery, Bodyguard Work, and Anti Terrorism, I can absolutely confirm it's 100% necessary for police to dress in full riot gear. It's a precautionary. In the state of California, April 29, 1991 in the city of Los Angeles, Civil Disobedience turned into a full blown riot. A lot of innocent people were hurt, and some lives (such as Reginald Denney) would never, ever be the same again. The police may look ominous dressed in their gear, but it's more to do with preventative measures, than actively hurting the people they're there to protect. Every one of those cops are dreading the moment a protest turns into a mob, and God knows we should beware of Mob Mentality. It's the Herd Instinct (psychological fact) that endangers lawful protesters, police, bystanders, as well as the rioters. Once the ball starts rolling, it's hard to stop.
That being said, I loved this picture. There's something about romance in war time that sparks a fire in me. A rebellious kiss in the face of authority. That sort of thing.
