It's basically like an 'action' in photoshop, it's a set of commands that when combined create a certain desired effect. In this case, you give it some parameters and it generates the snow effect, so to make the animation, you do it a few times in different layers, and in GIMP that automatically creates an animation. Idk what program you normally use. I use PS for everything except certain animations.

I use GIMP, but I never knew you could do that!
