At first, I thought this, too. But if Jake's blood is special because of Wesker's Prototype virus, then he was born after Wesker injected himself with it - after 1996.

Of course, that just a theory, we'll know more when they realese the game

Negative, it's not Jakes "blood" per say that is important it is the genes he inherited from Wesker that allow him to adapt to the Virus's based on Progenitor that keep him from mutating with the C-Virus. Blood was only used in conjunction with Wesker Jr. in the dialogue of the captivate trailer to drive home the point that he is a biological son of Albert.

From which reading the files in Lost in Nightmare DLC we are able to extrapolate that it is the luck of the draw that he had a father who survived Project Wesker being 2 of the final 13 candidates in that program to survive the Prototype Virus developed by Spencer and Distributed to the candidates through friends, routine medical injections, and by force. In the case of Albert this took the form of William Birkin a friend and one time rival to Wesker.
The injection itself was taken by Albert before he confronts Chris//Jill at the Tyrant lab under the mansion in 1998. Wesker was more or less lucky that the Prototype Virus kept his cellular functions going wail his body adapted and mutated into a meta-human he became shortly before the mansion exploded.
